Brinta Joins Brazil’s Federal Revenue Service’s (RFB) Consumption Tax Reform Pilot Project

The Brazilian Federal Revenue Service (RFB) has announced a new phase of the Consumption Tax Reform Pilot Project (RTC-CBS), which brings together companies and technology providers to test, validate, and enhance the systems that will support the future Contribution on Goods and Services (CBS).


Brinta has been officially selected to join the group of participants in the current phase, reinforcing its role as a reference in tax technology and automation in Brazil and across Latin America.


Brinta’s participation in the project is officially recorded in the Federal Government’s Official Gazette, as stated in the Adhesion Extract published by the Brazilian Federal Revenue Service on October 3, 2025.


What is the Consumption Tax Reform Pilot Project (RTC-CBS)?


The Consumption Tax Reform Pilot Project (RTC-CBS) is an initiative of the Brazilian Federal Revenue Service (RFB), in partnership with the Federal Data Processing Service (Serpro), established under RFB Ordinance No. 549/2025. Its purpose is to enable companies to contribute to the development and validation of technological solutions that will be used in the implementation of the Contribution on Goods and Services (CBS) — the new tax that will replace PIS and COFINS.


It operates within a restricted production environment, where simulated tax operations are carried out without legal or registration effects. These tests are technical and collaborative in nature, designed to ensure that the CBS technological infrastructure functions in a secure, integrated, and efficient manner.



Objectives of the Pilot Project


The program aims to:


  • Test and validate the technological solutions required for the implementation of the CBS.


  • Improve the systems for calculating and controlling consumption-based taxes.


  • Promote tax standardization and simplification among companies and public institutions.


  • Ensure security, interoperability, and reliability in fiscal data management.


The pilot is expected to run until December 2026, with progressive expansion phases and new participants joining throughout the period.

What are we going to follow?
